In his speech at the 69th commemoration of the Philippine Air Force (PAF), Duterte cautioned authorities required in unlawful drugs and named PNP Deputy Director General Marcelo Garbo Jr., previous National Capital Region Police Office boss Director Joel Pagdilao, Western Visayas provincial executive Chief Superintendent Bernardo Diaz, Quezon City Police District Chief Superintendent Edgardo Tinio and resigned police general Vicente "Vic" Loot.
"I'd like to name openly General Marcelo Garbo, he was a defender of the drugs syndicates in the nation; General Vicente Loot who is currently the major of one of the districts of Cebu; General Diaz, the previous provincial director of Region 11; General Pagdilao, previous territorial chief NCRPO; General Tinio previous QCPD chief," Duterte said.
